The university climate, which is a symbol of maintaining the tradition of multidisciplinary studies, is important in terms of ensuring sustainable success in health services through the adaptation of driving forces of change in the field of informatics to the field of medicine. Big data in healthcare, internet of things, biosensors and wearable technologies, artificial intelligence and cloud computing accelerate digital transformation processes and provide opportunities for effective time and resource management. The use of medical informatics technologies in health services, where effective use of time and resource management is mandatory, will not only accelerate business processes but also reduce human-caused errors. Data flowing from all medical objects creates big data; analyzing big data with artificial intelligence and machine learning provides access to structured information that can be used in the healthcare field. With knowledge management, it will make a great contribution to creating disease maps, establishing national health profiles and determining health policies. On the one hand, a digital hospital model that provides integrated health services is developing, where all kinds of medical products can send data to the information management system through networks and sensors, and patients and health personnel can access the information in this system from the health institution or remotely with their authorities and approvals. On the other hand, thanks to remote monitoring systems, health services are transforming from hospital-oriented to patient-oriented health services. By adapting health informatics capabilities to medical and institutional management processes, autonomous systems that can manage, control and optimize themselves in the health system can provide solutions in preventing cost increases in health institutions where the most intensive resource use occurs, and will contribute to increased efficiency and quality.

Decision support systems entered the literature in the 1960s. Since then, they have gained an increased importance with the development of technology and internet. These systems have facilitated the decision-making processes of managers in many areas ranging from education, health, finance to defense. Today, they have become much more capable thanks to the dramatic increase in digital data and artificial learning technologies. One of the areas where human mistake is irreversible and costly is the health sector. Clinical decision support systems not only minimize human errors but also process much more data and make more accurate decisions. These systems help doctors and nurses in the diagnosis and treatment of diseases. These systems also facilitate the decision-making processes of managers in managerial processes such as human resources management, process management, and financial management. A comprehensive digital transformation is needed to implement clinical decision support systems in an institution. This transformation includes technological transformation, individual employee transformation, and transformation of corporate culture. Although the transformation process is quite costly and time consuming, there are many more benefits of a successful digital transformation. Thanks to the developing and widespread mobile technologies, digital health assistants have entered our mobile phones. These assistants work on the phone, collect data about their users, and assist their users in their diagnosis processes. With the digitalization in the field of health, we will be able to have much more digital data. By using artificial intelligence technologies, machine learning, and deep learning algorithms, we will be able to develop decision support systems that will make much more accurate decisions, facilitate clinical and administrative processes, and minimize human errors.

In this study, an aspect-based sentiment analysis study was conducted using the comment data collected from the okul.com.tr platform. First, comments were collected on okul.com.tr platform. Aspects in each comment have been identified. Each comment is tagged by adding the moods of aspects. This labeling process was controlled by four different people. After the labeling process is completed, the process of creating the model has begun. A machine learning model has been developed using multilayer artificial neural networks. Some of the labeled comment data (70%) were used for the training of the model, and the other part (30%) was used for testing the model. 95% success was achieved on the data set used with the model.

The activities performed in this process are called hobby. For beginners, it is generally insufficient to have a desire for the field of hobby and they need additional information for the activity to be performed. It is important for them to know what to do when they encounter any problem. Individuals obtain these essential information through the experts in the enterprises selling hobby materials, websites on the internet, related forums or their friends. In order to maintain hobbies effectively and healthily, it is very important to obtain information only from those experienced in the field of hobby.

Especially with the development of Web 2.0 technologies, the capabilities of the internet environment have significantly increased, and internet-based applications have been developed in many different areas from education to health, from communication to business life. Today, many educational institutions offer courses free of charge over the network. With the development of these presentation formats, the phenomenon of Open Course Ware has emerged, along with the Open University approach. This approach eliminates spatial and temporal boundaries, allowing anyone to receive education on any subject they desire. This project, initiated by MIT in 2000, is now being implemented by many universities around the world. The necessity of examining the qualities and effectiveness of such projects has also emerged. The problem of this study is the lack of a qualified scale to evaluate Open Course Ware Platforms, which are currently seen as a service provided by many educational institutions. The aim of this study is to develop a valid scale for evaluating open course ware platforms. For this purpose, (1) a literature study on open course ware standards was conducted, (2) forms, scales and guides for measurement and evaluation obtained from the literature were examined, (3) a draft form consisting of 172 items in two sections was developed by researchers based on the data obtained, (4) expert groups were formed, (5) the draft form was presented to experts and their evaluations were requested, (6) expert opinions were obtained, (7) content validity ratios for the items were calculated.
